Proposed White House Grant Rules Spark Widespread Alarm

The proposed rule mandates "pre-issuance reviews" for federal grants, requiring agencies to ensure that distributions align with "federal agency priorities" and the "national interest." Under these guidelines, political appointees could block funding for organizations deemed to promote "anti-American values" or those supporting ideologies that challenge the sex binary. The potential for sweeping oversight has prompted a coalition of scientists, public health advocates, and environmental groups to demand an extension of the public comment period, which is currently set to expire on July 13.

Opposition to the plan highlights significant constitutional concerns, including potential violations of the First Amendment and equal-protection rights. Jillian Blanchard, representing Lawyers for Good Government, described the move as an executive power grab that would strip recipients of due process and effectively dismantle Congressional control over the purse. Dr. Georges C. Benjamin of the American Public Health Association warned that the policy could devastate scientific innovation by restricting research topics and international collaborations.

While the proposal has already drawn over 15,000 public comments, political pushback remains largely polarized. Rep. Rosa DeLauro, the top Democrat on the House Appropriations Committee, criticized the rule as a loyalty test that could jeopardize everything from disaster relief to medical research. Despite her efforts to rally bipartisan opposition, Republican lawmakers have thus far declined to formally denounce the measure.
