The Cypriot presidency’s current "negobox" proposal sits at €1.58 trillion—a significant reduction that has drawn fire from MEPs who argue that cutting allocations for security, defense, and competitiveness is shortsighted. The debate is further complicated by the "frugal" member states, including the Netherlands, Sweden, and Austria, which continue to demand strict limits on national contributions while questioning the necessity of current rebate systems.

Structural disagreements remain equally fraught. While the Commission suggests streamlining funds through National and Regional Partnership Plans, MEPs fear this shift to centralized oversight will undermine transparency and dilute support for traditional sectors like agriculture and cohesion policy.
